When you get a new computer do all your passwords carry over? So why would a seed phrase carry over? The seed phrase is not supposed to be kept digitally. Someone gets access to your computer - you lose. Your computer dies - you lose. Your phone gets stolen - you lose. You need to write it down somewhere.

iCloud drive can be used to store files, but iCloud backup is a joke. It doesn't actually do anything except partially set up a new phone if it even works. It should have been a part of Time Machine and your iTunes backups but Apple's not smart enough for that.
