Because different races have been historically disadvantaged which has led to current social problems such as lower education levels achieved by different races. Diversity hires are an attempt (bad one) to rectify these issues by trying to represent different races in the workplace.

Why would being poor impact the grades you achieve in school?
Do races experience these same problems in their own countries? If not, are there similar diversity hire schemes for white people in places like Rwanda?
