because the CBDCs will presumably need to transfer across currency lines or geographical lines or between institutions, and this is what XRP has been designed to do. for example, shifting from digital dollar to digital kroner or whatever, instead of filing the order and waiting for it to be filled by another bank in Sweden like SWIFT does now (which takes a long time and is expensive) XRP tokens will be used to complete the transaction instantly because the pool held by banks comprise a pool of "on demand liquidity" (ODL) into which the one bank can deposit their digital dollars and from which the other bank can withdraw their digital kroner, or whatever.
that's also why the XRP token is central to the Ripple project, by the way- because without the tokens, which will hold value, the interledger/Ripplenet technology doesn't work very well.
but in order for it to work, the XRP tokens have to basically be pegged to a certain predetermined level- which is where the 2k EOY meme comes from.
