Due to the way defi works, when the large holders dumped at 11cents and converted to CORE and SPARTA, the overall liquidity of the pool lowered. Large amounts of ROT returned to supply and ETH was extracted. This causes the Uni autobalancer protocol to rebalance the price of ROT relative to ETH, bringing it down. Since the price broke a strong support at 10 cents, weaker hands sold and there wasn't enough interest from buyers to keep the price up.
Unlike, say, HATCH, where the price dropped to less than 1 cent because liquidity was siphoned, or GEM where everything of value was migrated to a private wallet, you still activity on ROT that mimics the current ambivalent state of the market.
TL;DR: Normal market movements. Blame ROT for not mooning to more than $1 after double-topping at 20¢ while pump-n-dump coins are hitting highs of $10k. It's just not as attractive a coin as others, even if others are scams.
