You don't need to participate in governance to get rewards, but you might get extra. Else you can just put your park your liquidity in the ETH / NIP pool once the desired ~weighted average of nip is minted (50k) and things like burn mechanisms prevent infinite inflation. So the idea here is to attract capital with good investments. Then you invest into shit, diversified in vaults, leverage, arb bots, etc... with both the liquidity providers profiting (they get a share of the profit and mine the polkedot bridge token) and those in governance profiting.
