These new digital dollar accounts are essentially to hold an entirely new currency. Our paper money will still be usable, for a while at any rate. However, it will be taxed on the back end. Any "old" currency will be subject to transaction fees when the banks and federal reserve exchange it. These fees will be transferred, in some fashion, to anyone who has a bank account with that old currency, through either higher withdrawal and deposit fees, or simply just deprecating in value through inflation in comparison to the digital dollar. The Fed sets all the rates of both currencies, and is the sole account controller of all digital dollars. With other legal changes, some already proposed, the Federal Reserve bank could essentially become a direct lender to businesses and even consumers, and the old banking system just withers away after a period.
The IMF paper goes on to talk about technocracy a bit, and how this will benefit it. This isn't good.
