You receive fees by providing liquidity either in the Delta (uniswap) or Phoenix (balancer) pool or both. The fees you receive are a dependent on the current liquidity and volume of the pool, the higher they are the higher are your fees. If statera drops to extremely low values whales will just buy the whole shit themselves and inject the money in the pools causing volume and liquidity to increase and then collect the fees.
