Essentially, whenever you go to place an order, picture that your order is 'beamed' first to another institution, their computer sees that you're trying to buy GME @10.50, they drive up the price on it so that you pay more for it (and they pocket the difference) Basically just selling your data so that their computer can make money on the trade you're making In general, it's not going to affect you - you're not swinging a big account. I have it affect me very rarely in options, where the order book has 600 contracts for sale, and as soon as I hit buy 5 contracts it will readjust temporarily, where these 600 contracts will 'disappear' without any changes in volume / open interest Don't worry too much about it

fyi, IBorrow wasn't updating for a good chunk of the day because InteractiveBrokers didn't have any shares during those times. Normally it updates every 15 minutes. the reason it updated was because some retail short covered on 900 shares and now those are available. also could just be shareholders withdrawing from lending
