Yes. Especially if you make your own ice cream. Its just milk sugar and ice. I knew the guy that ran the local 'boutique' ice cream place in my own town. The profit margin on the ice cream itself is really good.
The rest (rent, location, marketing, etc.) is the same for any small business.
