Then today they publish a joint paper with MIT and INTEL on Blockchain interoperability architecture. Does it get any more fucking OBVIOUS?

That's what the team have built. Their settlement product Interchange built on Overledger, allows for universal settlement engine. Could be RTGS, CBDCs, VISA, Cryptos etc. All of them can be swapped instantaneously with on-chain verification. So yes, interoperable CBDCs can be used as large scale settlements imo.
