Out of ~150M ciculation UNI, only 43M bothered to whether self-delegate or delegate their votes to someone. Which means only these 43M are permitted to vote for proposal #1:

They need 40M currently to vote YES to reach the quorum and get their proposal accepted. They've got 30M already.

The problem that by default UNIs are not delegated because it would make gas consumption higher when you transfer UNI between wallets (it has to pass signatures as well).

this smart contract received 400M UNI directly from Uniswap Deployer address. This must be investor/developer/advisor funds according to UNI blog, so the owner might be one of them.

It doesn't even depend on team. They use Alpha Governance smart contract from Uniswap which would execute the contract that would edit all desired values for them if quorum is reached. Read more on DAO.
