Once Reserve hits main net
RSR will be used to stabilize the price of RSV. When RSV is worth more than $1, RSR holders have the option to buy RSV for just $1. They can then sell that RSV on the market for more than $1. This brings the price back down to $1 for RSV (arbitrage)
When you buy RSV at a dollar through arbitrage, the RSR you used to do so gets burned, reducing the supply.
