They can't. People like to joke how little freedom we have but the laws are pretty relaxed when people understand they're stupid. Pot was moved from a class C to a class B years ago, effectively meaning passing a joint around could have a 7+ year sentence (technically), where as if you get caught they just stamp it out in front of you and that's it. Most places don't even care if you grow etc at home, although technically that's a 14 year offence. The law and what is actually enforced is VERY different in the UK, something burgers can't really get their heads around.

The police won't even try. Police have quite a lot of leaway in actually enforcing the law, for non violent stuff they at most give you a talking to unless you really insist on being a dickhead.
The weed example is a good one. When labour increased it to a class B rather than C the Association of Chief Constables (essentially the police chief council) told the government it wasn't worth their resources and they would keep treating it as a Class C anyway.
There is a lot wrong with the UK but how we are policed is not one of them.
