to be fair you're trying to lowball him- and the date isn't 1898 because they didn't make an 1898 shilling so most likely it's the 1895 which is worth about 20 usd in that shape, and if it was the 1892 you probably could get 30-40 for it because it's a first year, bit better, etc. So maybe you stop being a fag and offer the man a reasonable amount of dosh?
