Honestly? Because minorities do not have IDs or really any document. It's hard enough to ship them to the poll stations, imagine if they would need to have a document.

When you register to vote. You have to enter. Address. Social security number and driver's license number. It then goes to your county election committee to approve or deny you. They vet you for citizenship and felonies along with numerous other things that could make you ineligible to vote. Then after being approved. To vote by mail I had to fill out a form to request a ballot. With a photo copy of my ID. And my social security number. Ballot received. Voted dropped in mailbox. You can thennnnn track your ballot online to see when it's received. If it's been reviewed and if it was accepted because you have to fill them out exactly like the paper says.
