Either if the losing guy concedes, OR upon inauguration in January.
This chicanery in the so-called battleground states is definitely going to be audited, not just recounted. I'm betting they're going to toss out a lot of the unverifiable Biden ballots that mysteriously showed up days after the election in battleground states.

They also had something about "other ways" someone could become the next president not being considered winning the bet.
