This is how the elites push things. They make it seem subtle, they have it worded eloquently just like that piece of greentext you posted. They have these things planned in advance and they slowly try to push the narrative. If they came out tomorrow and said "GET DOWN WE'RE GOING TO CHIP YOU GOY" it won't work. That piece of text subconsciously tells the reader that "hey this thing could be a possibility in the future", persuading them to be more open to it.
