They did this because Sushi stole all their LPs overnight with it's community driven reward model. Sushi subsequently had reality TV show level drama. Uni then gave all user wallets (some had many) 400 coins as an iCO of sorts for their governance token that is used for voting, liquidity mining and further distribution of UNI. Someone correct me if I am wrong on this...also supply will go up significantly over 4 years...but is only like 20% of total as of now.
