No. This just transfers the unsecured debt from private individuals to the government. I.e it becomes secured by taxpayers, and also allows the students who were/are in debt to take out more debt. Its perfect for the banks.

This is how it used to work before they signed into law that student loan debt couldn't be discharged in bankruptcy. Maybe now lenders and the federal government will think twice about lending to anything with a pulse, but I really doubt it.
