So this potention Vietnam Central Banking Usecase will be to monitor crypto transactions in the country? I imagine that if you're Vietnamese you would have to provide your adresses to the government? These would then pick up every transaction made from every vietnamese adress and log them on the Lition sidechain or so? Between Bitcoin, Ethereum, Litecoin, Bcash and Ripple there are about 2.5M txs worldwide per day. With Vietnam having 1/80th of world poplation that would be approx. 30k txs/day?

If you count EOS and Tron transactions and BSV, USDT, XMR etc. Then I come at 12 Million txs. So then it could be about 150k txs/day from this usecase. Off course if crypto gets higher adoption then it's possible that it would grow to a million per day or so. In any case it would be anywhere from a medium sized usecase to a massive usecase. And it could open up the way for other central banks.
Not hard to imagine a future where each government will have a list of whitelisted adresses of their constituents and use the Lition app to track every transaction executed on a number of state-approved blockchains.
