yes securities trading at different prices on different exchanges creates arbitrage opportunities meaning you can buy and sell the same security make risk-free profit. arbitrage opportunites exist but they get sweeped by algos and dissappear in miliseconds.
the only alternative is that BP regains the loss before US opens but you can absolutely not have 1.5% difference in stock price between exchanges.

Robinhood you just click a button for Level 1, I don't remember the requirements for moving higher, either number of options trades, money put into account or money generated from options
