With that criteria I would recommend a reliable 9mm pistol like glock 19 or glock 17. But good luck finding either. You might be able to find a smith and Wesson M&P or other manufacturer like Beretta Springfield etc in 9 but the entire firearms market is fucked and you will overpay currently. Please realize that handgun shooting is a skill that requires lots of practice to get decent. I always recommend a rifle like an AR but different states have different laws regarding rifle transport in vehicles.

Glock 17 is a full size model while the 19 is considered "compact" meaning slightly smaller. Also Meaning easier to conceal carry on your body. There is also "subcompact" which is tiny but much more difficult to shoot accurately. The decreasing size also means there is a slight increase to felt recoil. If you are set on a handgun, go to a pawn or gun shop and see which handgun feels the most comfortable in your hand because everyone is different. But yeah most places are sold out.
