because zero = erasing someone's genes from society, and that is equivalent to excluding someone from society. Society is about all of us behaving like a family, whether there are family members you like or not.
Thinking it is ok to let some people have no children and never experience joy is fucked up. Having only 1 child means 2 people died to produce 1, and the net effect of welfare citizen goes down, not up, so it is ok and fair overall for everyone.
Cut people from society with draconian laws, and those people will start civil wars or turn to crime so they have money and can have kids.
