This is bullshit.
I can tell you from personal experience that even the Chinese don't trust Chinese researchers from China. The first thing they look at when reading a paper written by another Chinese is look at the institution. If it's not Western, they ignore it.
Even with all the money the Chinese government throw at them to come back, the good researchers stay in the West after they graduate or get a postdoc.
The ones that go back are the ones that want to coast, not the ones pushing breakthroughs.
