If you are a EU citizen you have the legitimate opportunity to become a tax resident. Otherwise you would need to invest or buy realestate etc. to obtain residency. Even then, if you are a US citizen, they will still tax you on top of whatever country you live in taxes you if your income is above a certain amount.
As to residency as a EU citizen, I assume you would need to work or reside in Portugal for a certain amount of time but I do not have specifics.

According to a 5 second jewgle search it's 500k Euros and 400k in rural areas and after maintaining it for 5 years you can become a citizen. Portugal is probably a fun place to live if you have money, awful language though and I have no desire to learn it.

Thats easy. Portugal have great weather, good food, wines and weed. You can go surf everyday. Girls there are not top trier and man to women ratio is like 3:1.
