COVID 19 was used as a front to justify a) continuing to flood the banking system with liquidity and b) lowering interest rates to 0 by beginning a regime of infinite government bond purchases. The repo market was considered to be stable by summer 2020 after this historic change to monetary policy, which perhaps in the early days of the US would have drawn wide scale criticism from the public. Rest assured that without intervention the financial system would be nonexistent and there would be global civil unrest at this point. Ignore the guy blabbing about the disease and vaccine. The disease was never important from a medical point of view. It was a story and a tool.

Banks were nervous to lend to each other as there was an entity within the system that was deemed too risky to lend to due to a high degree of counterparty risk (ie, one of the big banks was extremely exposed. Turning down an overnight rate of 10% is utter insanity, that would make some trading desks’ entire year. There must be a REALLY good reason to not lend at that rate. The (((BIS))) proposed it was likely a hedge fund but no one knows for sure.
