According to the rules of the moratoriums, tenants still owe the money, they just can't be evicted yet. Which just means that deadbeat tenants are piling up huge debts that landlords won't ever be able to collect, and landlords are unable to make payments on their mortgages and will eventually get foreclosed upon by the banks. Banks, of course, get direct injections of free gubmint cheese money from the Federal Reserve, so they don't have to worry about losses, and instead can focus on destroying all the middle class landlords.

I don't know. I suppose political risks are part of the property business. Still, if you can pick the good tenants you can mitigitate such risks. If you don't have good applicants, problem is the property or you.
