I would say that the choice to use stripes in certain places and not in others is quite arbitrary.

For example, it's silly to not make Frisia striped, as the Frisians that don't speak Dutch can be counted on one hand. Somehow the north of Sweden/Norway is striped because of the like 50k Sami that live there, but the Fennoswedes aren't striped. South Tirol is striped for some reason despite it being majority German speaking, yet the Sorbians are apparently not only still a thing, but dominant enough not to be striped. The Dutch in northern France also aren't numerous enough to be dominant I'd say.
