The underlying intent is to limit the spread of the virus, which is contagious and is potentially harmful to those already at risk of dying. Therefore it makes sense to at least slow down the rate of spread, so hospitals can allocate space for those in critical condition. Elon Musk is proposing to get rid of all lockdones/quarantines, and let nature run it's course. Let people get sick, let hem spead the virus, and let people just die.
