This bill which has 90 Republican sponsors and 90 Democrat sponsors and is exactly the minority report.
They want to create an all powerful agency with access to all Federal, State, County, Local, Municipal, And internet based authorities to search through hordes of data to identify "Future threats" and then will analyse the data in order to create actionable intelligence that can then be used to arrest you, for a crime that you NEVER did, but MAY OR MAY NOT have had the intent to do so. Which is basically every living human being btw.

Laws, especially modern kike-written ones, are intentionally written in such a way that the Jew lawyers, judges, and politicians can interpret and bend them however they see fit. The use of 'legalese' language and abstract words is also intentional so that the average person has no way of interpreting the law or defending themselves.
I used to work at a law firm and even a big shot kike lawyer explained to me once how corrupt the legal system is. It was truly blackpilling.

Threat Assessment, Prevention, and Safety Act of 2019
This bill directs the Department of Homeland Security (DHS) to establish a Joint Behavioral Threat Assessment and Management Task Force, which shall provide recommendations to Congress and DHS on the development and implementation of a national strategy for preventing targeted violence through behavioral threat assessment and management.
The bill defines behavioral threat assessment and management as the systematic and evidence-based process of (1) identifying individuals whose behavior indicates a capacity for committing acts of violence, (2) investigating and gathering information from multiple sources to assess whether such individuals pose a threat, and (3) the subsequent management of such a threat.
DHS shall (1) develop and implement the national strategy and provide information and training services related to it, and (2) award grants to establish community based units for implementing the national strategy.
