it's because bball used to be a sport without a ton of youth infrastructure. kids were scouted out of their high school teams to play college, and they became good enough to play college by playing basketball hours and hours every day. Black kids who never went to school and who lived in urban centers with lots of bball courts became the best. look at any nba star born before 1995. they all have the same story of being a perpetual truant.
but now the nba is getting less and less black as a result of basketball going more mainstream.
there are extremely rigorous programs, and colleges recruit out of expensive, private AAU tournaments not varsity programs.

Blacks on average have significantly longer limbs, and whites on average have significantly longer torsoes. The larger torsoes of whites gives them more core strength, granting whites a significant advantage in strength related sports and wrestling. The longer torsoes of blacks gives them an advantage in sports that require sprinting and jumping. One of the reasons why people say boxing is seemingly 'designed' for blacks is because it gives an advantage to people with longer limbs whilst largely nullifying any advantages that would be gained by core strength by disallowing holds and what might more regularly be considered 'wrestling'.

There are always exceptions, but these initial differences often influence popularity; you might well find that there are more blacks who would be capable of competing at the top levels in strength related sports, and you might find that there are more whites capable of competing at the top levels in sports like basketball; but due to these sports appealing to the different demographics in their youth due to seeing people like them being successful, many blacks will dedicate themselves to basketball and many whites strength sports. So the numbers probably are slightly exaggerated simply due to personal preference; but there are real biological reasons that gives real advantages to the average white/black in core-strength/limb-length.

Height alone doesn't make you very good at basketball, it's an advantage but tall players can still get completely owned but shorter players.
Statistically the average African American isn't that tall. But if you have a population in the tens of millions, of which there's millions that are good at basketball and millions that are tall you want the cross section of those two to be professional ballers.
