we have so much excess police as is, we could have a system where you have to chose one of 3 overlapping Depts (A,B,C) and it wouldn't be about you getting service, but about who polices YOU.

The competition to provide legal and fair policing would more than make up for overlap, just like Cell Phone Service. If The Govt was tasked with providing Cell Coverage we'd still be at 1995 levels. I've seen enough cops pull the "fight it out in court" bullshit while arresting people. If the courtroom is what matters, why do I need to be arrested? The state has pretty much everyone's info already and finger printing can be done on site. I hate to agree with niggers, but being arrested is so damning in this culture. Bail is actually bullshit. It's something in the fever dream of the demands of BLM I agree with. With bail, you can be guilty and set free for a while because you have money and poor people rot in jail until they get charges dismissed or get before a judge. Innocent people sit in jail for years because they don't have a few thousand dollars. It should be illegal. It costs shit tons of money to keep people in county jail too.
