In the 1920s the Soviets brought in large numbers of engineers from the US. The US had the most modern, up to date, incredible manufacturing in the world. The Soviets paid American engineers to build replicas of huge factories in cities like Gary, Indiana or Detroit, Michigan. They build little villages of American style homes to house the engineers while they lived in Russia replicas of American factories in Kharkov or whatever.
Soviet manufacturing was copied off of American, capitalist manufacturing. Then in the 1930s, the Soviets made the Molotov-Ribbentrop Pact with Germany. While people starved in Soviet Union, the government was shipping food to German in trade for machinery. Especially machinery for building tractors or machine tools.
