It's not really about racism and losing. In DC and above the Mason-Dixon, these were put up to show that we reconciled as a Nation after the war. Same way up north there are streets and shit named after confederates. Not to glorify them, but to show reconciliation. Another reason is really to honor their valor in battle. Men have always honored warriors, win or lose. The confederacy was dwarfed by the north with resources and manpower, yet they still almost won. I mean, if the confederacy takes big round top at gettysburg, they would have won the war. Men have always admired an underdog taking the juggernaut to the brink. You'd never understand though, because you are not a man.

Confederate monuments being allowed to exist is essentially a concession from the north for invading and occupying the south. Imagine if you wanted to break up with your partner, so they beat you into submission until you stopped trying.
Part of the reason "reconstruction" failed is that the north allowed southerners to elect their own leaders in the post-war period. They did this, because they wanted southern whites to really believe they were partners in a union, and not an occupied people. Had they done more to help blacks, it would look like ethnic replacement and southerners would resume fighting down to the last man; their existence is threatened either way.
Instead, the ethnic replacement is happening in waves over an 150+ year period. The irony is that nogs have also moved into a bunch of northern cities (New York, New Jersey, Chicago, Detroit, Minneapolis) and ruined them too.
