unlikely. at best, fighting will break out between neighborhoods. each state has nigger areas and white areas, there's no "north versus south" like the american civil war had. the military doesn't belong to any state and commanders move every two years, their command doesn't get time to side with a state's politics to create war fronts. even if governors tried to secede, the military in their state has the power. the only wildcard in such a situation is the national guard, which is staffed and ran in each state by locals. the fact that it's a wildcard though, and is integrated with the regular military, means it's highly unlikely they'd join a state in secession. the military and national guard would be used to keep order in a state and/or compel governors to not secede, and these entities would be used tactically to do so.
fighting between neighborhoods would be sporadic and discrete. target selection would come down to race and availability, so shooters picking off lone targets from brush or using superior numbers to capitulate small neighborhoods. you wouldn't see an army slowly marching through neighborhoods because of guerilla warfare that'd be extremely effective, scorched earth to deny pillaging, and local law enforcement that'd fight warbands. basically, you'd have lots of random murders from opportunity between races, lots of drive-bys. even more simply, gang violence.
in summary, a civil war in the traditional sense wouldn't happen, but sporadic gunfights could happen if tensions continue to increase on all involved parties.
