I dont think they care one way or another about any of it. They have their own security. Increased black deaths can be used by them to create division, but if that doesnt happen they can use other things. They just want to create as much distraction as possible. As they control the media they can tell the population what to think about it after the fact.
They are effectively just steering the pot, adding chaos, and then picking out resulting formations to spin one direction or another, which ever pushes things back towards a middle point.
The media could just as easily be condemning all these riots and black people if it served their purposes, its not like they have not in the past, and its not like they cant target races, or sexes, specifically as they currently are. White male, black male. As long as its not the elite.

you underestimate your own democracy, even if it is an undisputed fact that the everyman does not see his political ideology advanced by his leaders, even if his party won.
this lack of representation has mainly to do with a degraded quality of political culture. the voter and his politician are playing a sort of game, where they require each other to advance their own agenda.
both voter and politician have their own political agenda. the voter needs the politician's cooperation to advance his own political agenda, because the politician (once elected) controls many levers of power, and the politician needs the voter's cooperation to get elected (to control the levers of power).
theoretically the politician should be just another citizen that acts as a leader for a political camp, there should not be any ideological differences between him and his voter. in practice we know that politicians will promise the sun and the moon if they think it will buy you their vote, because they are interested in obtaining power. (they may still have genuine ideological commitments, but promising celestial objects is still the best way of advancing their ideology)
this makes voting to be a a sort of transaction between voter and politician. there is no need to trust each other's political views. the voter is simply selling his political power, and the politician must be a trustworthy saleman of political power. the problem is that the voter has little power (one vote), and needs to organize in order to collect his power in order to be able to play efficiently against the politician. in israel we call this the political-organizational dimension, (e.g. when you speak about "office politics") to be distinguished from the political-ideological dimension (e.g. when you speak about political philosophy).
in USA due to the larger numbers of the voter base (something like 50% of your 300 million minus those without the right to vote) there are greater organizational issues
