Taking a wild guess here but... probably because their ancestors lived in an all year around resource abundant area of the world where they didn't have to worry about long term planning and the only thing that mattered was that they were stronger and more ruthlessly violent if they wanted to control their access to the resources. Unlike white people who had traits like long term thinking and cooperation, empathy selected due to harsher environments where resources were only available in certain times of the year. Or maybe black people are inherently violent because of whites existing. I guess we'll never know.

Don't generalize groups of people for the actions of a few. The disproportionate crime statistics you see are the result of poor parenting. Most black households lack a father or both parents, and those same exact people are the ones who end up committing crimes. Go back a couple generations and you'll see that crime statistics by race do not reflect what you see now. Black people are not inherently racist because of genetics, that statement is retarded and you're a retard if you think the disproportionate crime statistics are because blacks are inherently violent.

We're losing some of our tech lead, too. Modern advanced society started to get over the work ethic concept in favor of intellectual integrity, which is the more needed development in an economy of the mind. Yet the work ethic types, though desperately parasitic on sufficiently high-productivity economies, have the advantage of the full weight of human intuition on their side.
Our intellectual development shortcoming is being expressed by previously capable people submitting their integrity to the screaming humiliation and obedient falsehood of racism - the ideology of beaten children, and women who prefer childbeating husbands to true protectors. Yet it goes beyons that as well, for one of the facets of intellectual development is the completion of a complete integrative structure. We must have minds clear of hatred for that.
It feels like decades now (though it's been more like one) that the construction of integrative structures has been thrown down in favor of yelling, commanding, or manipulating people in an attempt to make them suddenly and abruptly obedient. This is symptomatic of weak advocacy of egalitarianism. If we can shift crime prevention from policing to other forms of sociological intervention, consider what that would mean: to reduce violence without policing requires reducing the whole inclination to violence in a population.
It can be done. The most peaceful human populations are scientifically advanced. We can extend that to new populations, but we must be willing to give people a great advantage of forgiveness and "unearned" respect.
