There's a selection effect because typically only the upper-middle class and above immigrate so you're not getting the dregs of Indian society, and they're nepotistic as all hell which is a huge advantage in a multiracial society (the Jews are another good example of this).

Their computer science program is the best in Canada, and literally more than 50% of their graduating class go to the US to work. The students even use the slogan "California or bust". For a while they had a problem with too many Chinese who didn't know any English so they implemented a simple essay as a way of weeding out applicants, but this apparently disqualified too many people so they just dropped their standards significantly on the essay.

I studied at the University of Toronto, and when I walked past computer labs with tutorials going on in them, all you could hear was Mandarin being spoken.

It's because in order to apply to a Canadian university all you need to do is put together a holistic application package consisting of your high school marks and other stuff to beef up your application like extracurriculars, international exams like the AP or IB program, SAT, etc. These are ridiculously easy to fake if you pay a bit of money. One time I met a guy in my engineering program who told me that he was transferring to an easier school because his application was too good and he got into a university that was too hard for him.

Also international students pay 3 times the tuition fees (50k instead of 15k for engineering, for example) and government funding of universities is going down, so this is how they keep the lights on.

I've got an engineering degree and been building up my portfolio with side projects. So I'll see whether Zig Forums was right about being the fault of h1bs that I could not find relevant work or whether that was just another scapegoat.
