if something is suspiciously cheap here, it means that there is a very valid reson for it being cheap
maybe the whole building is rotten, maybe the ground has become unstable due to floods, maybe thers a massive factory or road literally next to it
this is an ex soviet country, scammers can be ruthless, just excersise caution and have enough funds to survive in the absolute worst scenario if the property turns out to be unusable for whatever reason

No, I’m actually planning on doing a eastern euro trip to find a place to live. My plan is to come to the USA during the winters to make money, then work online the rest of the year living in Europe.
But as far as I’ve seen (for Americans) in Bulgaria foreigners can buy houses but not land. This sounds like a shitty deal but if you buy a condo in Sunny Beach (a resort town near the Black Sea) then it will be 100% yours and I’ve seen very nice ones for around 10k

Around 100k € for a house in Latvia, don't kid yourself with anything far below that. Sure, you can get a cheap ass house, raze it and build said 100k house, but anything mansion like at low cost will drain you a lot more. Rural land is cheap though, true.
English won't be a disadvantage, a lot of people moved to the isles and some are back, so they might not only understand it but are fluent. However you'll have to learn Latvian eventually.
