Basically, it is loosely based on when Scottish clans would have a burn in the hills as a sign of defiance, but they didn't burn crosses. KKK patterns itself on old Scottish fraternal orders, but none of them burned crosses either. Not just cross burning but many other aspects of the KKK is them LARPing out what they saw in Birth of a Nation.

Cross burning has very loose Scottish origins but it didn't really take off until The Birth of Nation kickstarted a resurgence of the KKK. The original Klan that disbanded in 1871 didn't even burn crosses.
