This happens in my city every couple of years, it usually correlates with line repair/maintenance issues and washes clear in an hour. It is inconvenient to everyone.

Same here. The water that comes through my shower calcifies the showerhead because it's so rich with minerals. Looks yellowy-red from iron. I'm 6"2 ~200lbs and never had a chronic health issue in my life, and I grew up drinking that water. Admittedly I'd be slightly concerned if my tap suddenly looked that drastically different but I doubt it's actually gonna hurt anybody.

It's just a dirt / sand that got in the pipes when they were replaced because of a leak.
After you drain the water for couple of minutes it will be clear again.
Happened here couple of times when fucking idiots with a backhoe didn't pay attention and broke water main in the neighborhood.

This water looks like it's high in Manganese and tanins which means it's coming from a lake with high dissolved solid content. This is a common problem for water treatment systems who do not have access to high quality raw water and whose municipalities or state governments refuse to spend the capital to upgrade the system or build new lakes.

Plumber here!. If his house is using Galvanized pipes which are made of iron the inside of the pipes corrode and cause a discoloration. There also might be a leak under ground from his water service at the street anywhere in between to his house or apt and muddy water could be getting in small amounts and settling in his water heater.. It is most likely what I said because it cost thousands of dollars to re-pipe a house and niggers and landlords would rather put it on the back burner and blame someone else.

A few years ago a group of blacks who lived next to a sewage treatment facility started ranting about Environmental Justice. Of course all the usual suspects from the nearby city joined in for their marches and noise making. They got quiet when it turned out that the sewage treatment plant was built in a rural area and the blacks moved in next to it later because the land was cheap for the obvious reason.
I can understand people getting upset if the county decides to build a garbage dump behind their neighborhood but these people who move into an already existing low quality of life area and then whine about it being racist are annoying and in the long run hurting their own cause.
