Tech companies hire visa admin firms to handle the paperwork. They hire who they want and then the company produces the paperwork to prove that no Americans were available.

What they do is send the manager three sorta relevant American resumes for each H1B. The manager has to select a disqualifying reason for each American, like, “not enough experience” or “wrong background”. It takes like 10 minutes, then the admin firm takes care of it.

H1B is a total scam.
