Totally depends on system of governance, and if democratic whether you consider the average voter to be capable of interpreting the world in a competent and discerning manner. It is as simple as that - absolute tolerance only leads to intolerance in a democratic system in a nation of sheep where it is the loudest voice, or in a scenario where what is "tolerant" and "intolerant" is artificially being rolled out from the top (which is kind of a separate issue).
