First. The police would have to pull back to the point of being ineffective, possibly combined with massive layoffs or walk outs from losing faith in the police as an institution.
Second, people would have to become so tired, so apathetic that they don't even bother to lift a finger or raise their voice against obviously stupid policies no one agrees with. To the point that when the shooting DOES start, and they see that it is against the source of their apathy, they shrug and go back to their coffee and newspaper.
