They're probably playing word games or cherry picking what constitutes a city. Many cities have non-partisan elections but everyone knows which candidate is the Democrat and which is the Republican (if there even is one). Atlanta for example has a non-partisan election but everyone knew that Keisha Lance Bottoms was the Democrat and Mary Norwood was the Republican. But because it is officially non-partisan, they can claim Atlanta isn't run by Democrats.
