The point is, his life, teachings and sacrifice fulfil the true law, of heaven, and the true prophecy is what actually came from God. That doesn't mean every word from a prophets Mouth in the OT which claims to be prophecy from God is actually prophecy from God, or all of mosaic law is from God, far from it. In fact, according to Jesus in the very sermon you're quoting from, some of it is from the evil one
