The Iron Law of Oligarchy is inevitable for large democratic governments. The particular party structure is kinda arbitrary and we see a lot of diversity in how it plays out in various countries. European countries have many semi-viable parties, Japan was basically a one party state for a long time, the US is two party, etc. It ultimately doesn't matter that much, the only thing that matters is the elites and the bureaucracy.

In our system with the electoral college yes. If we switch to popular vote no electoral college it's possible to have proportional voting and many parties. Not saying I support it.
