Excellent question raised in previous post and I wanted to give a proper answer before it archived. Correct, but simple: The Fourth Political Theory is an idea (perhaps a question) posed by Dugin which assumes that Liberal Democracy is in it's twilight stage and will soon fall or enter into conflict with a new theory. He does not provide an answer or definition for this yet - but, his research focuses on finding one. His work regards the Heideggerian concept of "Dasein" which he interprets as a "Civilisation Essence" an idea that this cultural superiority may dominate in anti-Liberal hegemony.

The fourth political theory is a refined and clarified form of what fascism was hinting at.
It's the conscious rejection of adherence to ideology or moral principles in favor of a purely ad hoc system of governance based solely on desired outcomes. It's essentially aesthetics elevated to a political party, that asks what you want the world to look like, and then does what it takes to reach that outcome without regard for the right/left or statist/individualist divide.

Well that's the wonder of it as a political theory. You don't have to specify in advance what the goals are before you adopt it, as it can shape itself to whatever the times demand without changing goals creating any inconsistencies in the system.

The system I'm proposing looks towards outcomes, and works backwards to find the means to reach those outcomes. Say you decide that the goal needs to be the creation of beautiful and safe cities, or that the goal needs to be maximizing individual access to consumer products: The moment you pick a goal, that's what matters. If some aspect of this goal is best achieved through central planning or worker ownership of the means of production, then than okay. But if that goal is best achieved through private enterprise and vigorous policing of minorities, then that's okay as well. Indeed, if separate aspects of your goals are simultaneously met by different sociopolitical systems in different aspects of society, let them coexist. Perhaps central planning of construction in urban areas combined with harsh racist policing, while the countryside has private enterprise and permissive policing.

Because there is no way he could allow something like "Russia for Russians". There are lot of other nationalities that live in russia who lived there for at least a 1000 years like Chechens or Tatars. Proclaiming Russia for Russians would just tear the country apart since all the other nationalities would try to leave and you would get 90's Chechnya war x100. Keep in mind that "Russians" in this case refers to nationality of eastern European finno ugric slavs, not citizens of Russia.
