Kinda. According to the Minneapolis PD you can chokehold a suspect if they struggle or resist arrest. Floyd became cooperative 3 minutes after the chokehold, making it illegal to do it any further.

He would be guilty of second degree murder if the picture BLM is trying to paint were true: that is him choke-holding Floyd to death while Floyd yells the classic "I can breede." He didn't, Chauvin restrained him after arrest with a choke hold and he died while being transported off of the scene. It isn't the job of the officer to know not to restrain a resisting suspect because he has lethal amounts of an illegal substance in his system.

Actually, he was pronounced dead at the hospital, but they couldn't find a pulse on Floyd as early as the ambulance came. Actually, IIRC, Officer Lane tried to perform cpr on Floyd before the ambulance arrived.
