Its got little to do with the state. Liberal democracy is what capitalists prefer, but they can still capitalism in a strongly regulated authoritarian state, such as South Korea under Park Chung-hee.

No, they don't. Capital is something used to make commodities, and a commodity is something made with the intention to be traded on the market. Many people are small traders and therefore own limited amounts of capital, maybe their computer or some power tools, but the majority of people are wage labourers or peasants, not capitalists.
